Comprehensive Health Services, LLC, a Caliburn Company, SUBCONTRACT ADMINISTRATOR

DUTIES AND RESPONSIBILITIES:

• Evaluation of Commercial and Government issued Requests for Proposals (RFPs) to include the ability to work with the Program Team to develop subcontractor Requests for Proposals (RFPs) and Requests for Quotes (RFQ) that include Statements of Work, Technical / Quality Specifications, Deliverable requirements list and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices and supplier profiles.

• Participates in the Proposal Process for contracts and task orders for which subcontractors are proposed.

• Develops, negotiates and administers subcontract agreements and executes other aspects of the acquisition process in development of new business proposals. Prepares Request for Proposal (RFP) packages, assists with Statement of Work (SOW), technical/quality specifications, researches, analyzes and evaluates proposals, negotiates subcontract terms and conditions/provisions, determines requirements for mandatory Prime Contract flow-downs, selects or recommends subcontractors, writes awards, and administers resultant subcontracts/procurements. Administers subcontracts in accordance with established company policy and procedures, laws and regulations, and contract requirements. .

• Negotiate Non-Disclosure Agreements, Teaming Agreements and Memorandums of Understanding.

• Continuously monitors Subcontracts deliverables, schedules, change order proposals, and project status reports.

• Monitors Subcontract performance by determining compliance to contract requirements, modifications, funding, or extensions to Subcontract, to include, negotiating’s and coordination’s in additions, deletions, or

• Document Subcontract/Procurement file to ensure compliance to policy and procedure, customer requirements, and laws and regulations in preparation of internal and external audits.

• Must have the ability to support both government and commercial subcontracts and ensure fulfillment of contractual and fiscal performance obligations for the company.

• Demonstrates a strong working knowledge of the FAR/DFAR, CPSR, DCAA, and DCMA regulations. Must have a strong background with various forms of Government contracts including, but not limited to: FFP, LH, T&M, CPFF, CPAF, BPA, ID/IQ, etc.

• Applies continuous improvement initiatives to improve efficiency of internal systems and processes within the Procurement/Subcontracts department and other functional organizations.

• Provides subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions during the proposal preparation phase.

• Performs a wide variety of subcontract administration functions, including but not limited to, research and resolution of disputes, to ensuring subcontractors’ performance, etc.

• Timely notification of Procurement/Subcontract issues and concerns to Supervisor to prevent negative feedback from internal and external customers.

• Demonstrates proficiency in a broad range of functional assignments within the subcontract/contract field and proven skills in the ability to assess the aspects of subcontract formation including the identification of risks, opportunities and acquisition approaches.

• Ability to multi-task in a dynamic, fast-paced environment.

OTHER PHYSICAL AND JOB REQUIREMENTS:

• A self-starter, well organized and detail oriented with excellent written and verbal communication and interpersonal skills.

• May participate in interdepartmental project groups or task forces.

• May be asked to travel for client meetings, presentations, etc. Travel less than 10%.

• Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Encourages co-workers to work safely. Identifies “close calls” and/or safety concerns to supervisory personnel. • Assists in active implementation of company initiatives to ensure compliance with DCAA, DCMA, OSHA VPP, ISO, JCAHO, AAAHC, and other mandated laws and regulations and Customer requirements.

• May serve on the OSHA VPP, Safety, and Wellness Committees.

• May be assigned special projects or responsibilities.

• Maintains professional and technical skills by attending educational workshops, reviewing publications, and establish professional networks, and participating in professional societies such as the National Contract Management Association (NCMA).• Provides guidance and education of Procurement/Subcontract documents and regulations across all functional organizations.

Work is normally performed in a typical interior/office work environment. Work involves sitting and standing for prolonged periods of time. May require bending, stooping and lifting up to 15 lbs. Good eye/hand coordination required.

QUALIFICATIONS:

BS/BA degree preferred, and demonstrated ability to perform the essential functions of the job typically acquired through 3-5 years of related experience, or an equivalent combination of education and experience, which has provided both theoretical and practical knowledge in the field of government and commercial Subcontracts and Procurement.

Strong negotiation, interpersonal, and customer service skills, as well as ability to interact with all types of personnel in a team environment. Proficiency in common office equipment and software, including MS Office products (excel, word, Power Point, email, etc). US Citizenship required.

Previous government Buyer/Sr. Buyer experience strongly preferred.

Senior Contracts Administrator

Basic Purpose of Position: Establishes highest-level contract strategy and drives implementation of strategic contract opportunities with the most significant impact to the business. Responsible for managing a department of contract professionals at all levels. Directs the activities of contract professionals from simple, routine to highly complex contractual arrangements of strategic importance to corporate or business unit. Directs identification, development and implementation of entire range of contract formation, negotiation and administration policies and processes in accordance with customer expectations and corporate objectives.

Primary or Major Responsibilities:

· Evaluate prime contracts, project RFP's, and work with the proposal, marketing, project managers, and one or more subcontract managers to develop and prepare subcontracts, RFP's, Scopes of Work, Technical/Quality Specifications, Project Deliverables Schedules, Terms and Conditions, mandatory flow downs, and other applicable or required documentation.

· Provides cradle to grave contract administration support for various contracts and subcontracts.

· Review active ITAR agreements, licenses, and exemptions used to ensure compliance with the scope of the authorization and all conditions and provisions. Monitor and determine the impact of changes in export trade laws and regulations.

· Extensive and current knowledge of Federal Acquisition Regulations (FAR), DoD FAR/DFARS supplement and awareness of trends in the Government acquisition environment.

· Reviews solicitations to ensure compliance with the FAR/DFAR including terms and conditions.

· Experience in drafting and negotiating complex contract terms and conditions, teaming arrangements, or other types of contracting arrangements.

· Demonstrate specialized knowledge in an area of contracting such as, but not limited to international contracting, contract types, commercial contracting, joint ventures, strategic alliances and intellectual property.

· Works with customers to resolve contractual matters.

· Ensures timely processing of technical reports and deliverables

· Prepare, review, and evaluate proposals.

· Works with proposal teams in the planning and execution of new business price proposals, cost narratives, and pricing strategies.

· Assists in job set-up, funds tracking and reporting to the customer.

· Ensures all documentation is complete and accessible in company repository.

· Coordinates with program managers to ensure contract requirements are fulfilled.

· Maintains current knowledge of relevant contractual procedures and practices.

· Extensive knowledgeable in Import/Export regulations/law, International Agreements/Letters of Credit/INCOTERMS and facilitate compliance activities within the regulations for such transactions for the business.

· Provides advice on and interpretation of federal contract requirements.

· Maintains customer non-disclosure agreements.

· Assists with negotiating contract terms from price proposal stage to project close out in accordance with relevant regulations and company policies.

· Serves as liaison between customer and Company

· Establish equitable payment terms and facilitate timely payments through coordinated oversight with Accounting of the invoicing process.

· Provide service and support to domestic and international customers for sales, purchasing, licensing, NDA's, intellectual property administration and other contract requirements.

· Responsible for all facets of contract lifecycle management for commercial and U.S. Government activity (authoring, negotiation, approval, contact abstraction, flow down of requirements, storing/retrieving, compliance/risk management and mitigation and renewal/close out).

· Communicates corporate and business unit objectives to contract department. Establishes highest-level contract policies and processes to ensure achievement of business unit expectations. Drives implementation of strategic contract opportunities with the most significant impact to the business.

· Approves and implements new and revised contract policy and process. Provides contractual domain expertise in implementation, execution and administration. Analyzes new law, regulation and contract trends for potential impact on business unit goals and objectives.

· Focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes. Performs in a cross-functional role for other business elements, e.g. finance, law, operations. Provides authoritative guidance to internal business teams on business unit goals and objectives relating to contract activity.

· Provides career development and training opportunities for contract professionals. Ensures appropriate contract staffing and budget levels. Have mentoring and training responsibilities.

Requirements:

· Bachelor’s degree in business or administration preferred

· Prior experience as a Contract Manager in a governmental contractor organization
